For those of you who are using Drupal 7.

This is due to the file from your install path located: misc/jquery.cookie.js
This file will trigger a rule that will block your IP address.

The fix for this is simple.
You change the file name jquery.cookie.js to jquery_cookie.js
Once updated you only need to update the reference to the file in one location.
From your install path you will make an update to: modules/system/system.module

You can open the file from the File Manger in your cPanel and locate the reference to the file jquery.cookie.js
It will be in the section for cookie.

Will look like this before the change:

// Cookie.
$libraries['jquery.cookie'] = array(
'title' => 'Cookie',
'website' => 'http://plugins.jquery.com/project/cookie',
'version' => '1.0',
'js' => array(
'misc/jquery.cookie.js' => array(),
),
);

Update it to use the new name you made the jquery.cookie.js file to and save.

Should look like this after the change:

// Cookie.
$libraries['jquery.cookie'] = array(
'title' => 'Cookie',
'website' => 'http://plugins.jquery.com/project/cookie',
'version' => '1.0',
'js' => array(
'misc/jquery_cookie.js' => array(),
),
);

Then you can work with Drupal and will not get blocked on server.
