If you are unable to see the correct error message in your IE ibrowser, do the following:

In your browser, go to Tools, Internet Options. Then click on the "Advanced" tab. Look for "Show Friendly HTTP Error Messages". Uncheck the box for that line and try your process again. You'll then see the true error message.
